About PWWSD
Established in 1981, The Palestinian Working Woman Society for Development (PWWSD) is a non-governmental women’s, mass, developmental, and learning human rights organization that contributes to developing feminist struggle within national, social, and developmental dimensions. The organization believes that liberating women is connected directly with ending the occupation and establishing a full Palestinian democratic sovereign civil state. PWWSD is active all over West Bank including East Jerusalem, and the Gaza Strip and is an active member in several local, regional, and global networks and coalitions.
The Palestinian Working Woman Society for Development (PWWSD) aims for a free and democratic Palestinian society based on gender equality, respect for human rights and social justice. The organization promotes women’s empowerment, women’s participation in the national struggle against the occupation, women’s contribution to the development processes, women’s role in ending the internal division, resolving conflict and pressing to implement the Women, Security and Peace Agenda, the entitlement of women to political, economic and civic rights, women’s access to justice and their right to a life free of violence.
PWWSD’s core function focuses on combating all kinds of discrimination against women including the provision of psychosocial and legal services including group and individual counselling and to providing women with the resources they need to combat gender-based violence, empower themselves politically, economically and socially, and transform their society to one that is inclusive, egalitarian and democratic. PWWSD takes a gender-responsive, rights-based approach, particularly regarding international human rights.
About the Project
The project “Muwatinat (Citizens): Enhanced Role of Women in the Public Life and Minimizing Conflicts- Grassroots Approach”, implemented with the support of Women’s Peace & Humanitarian Fund, aims at achieving increased meaningful participation and decision-making of women in conflict prevention processes and response, through capacity building, lobbying and media advocacy campaigns, and raising awareness sessions, and guidance for effective interventions.
To this end, PWWSD is seeking to hire a Women, Peace and Security Expert/Firm to deliver a capacity-building training program on endorsing WPSA within the interventions of 6 CSOs, introduce techniques on how to implement activities that will contribute to achieving WPSA and enhancing women’s role in conflict prevention within the CSOs’ interventions.
Training Objectives:
- Build the capacity of 6 CSOs to endorse the Women, Peace, and Security Agenda (WPSA) within their interventions.
- Introduce techniques to the CSOs on how to implement activities that will contribute to achieving WPSA and enhancing women's role in conflict prevention.
- Increase the meaningful participation and decision-making of women in conflict prevention processes and response within the interventions of the CSOs.
Expected results:
- Delivery of 12 days/72 hours of training sessions for 6 CSOs, with 2 training days for each CSO.
- Development of a simple training manual in Arabic, covering the topics related to WPSA and women's role in conflict prevention.
- Submission of a final training report in English, including the results of the pre/post-training questionnaires, recommendations, and quotes from trainees.
Duties and Responsibilities
The consultant/firm is expected to conduct the following tasks:
- Conduct 12 days/72 hours of training sessions for 6 CSOs, 2 training days for each CSO.
- Prepare simple training manual, training presentation, Pre and post-questionnaires that examine the trainees’ knowledge of the topic covered in the training.
- Submit final training report including results of Pre and post-questionnaires, recommendations and quotes from trainees.

- Training manual in Arabic.
- Training presentation.
- Training Pre and post-questionnaires.
- Final training report in English.
Educational Background:
- Post-graduate degree in Peace and Security human rights, international relations, international humanitarian action, or other social science fields, or a bachelor's degree with +10 years of experience in WPS, is required.
Required Qualifications:
- At least 5 years of progressively responsible work experience in designing and delivering training on peace, security resilience and humanitarian.
- Experience in conflict/post-conflict situations and humanitarian settings is required.
- Experience in programme, policy analysis, and strategic planning is required.
- Excellent English and Arabic reporting skills.
- Excellent communication and networking skills, initiative and problem-solving skills; and
- Knowledge of the local Palestinian political and social context, the local work environment, concepts of equality and gender, and international conventions.

- Updated CV of the expert.
- Financial Offer: budget per hour in $ including income tax (Prices are valid for 60 days).
Evaluation Criteria:
Submitted offers will be evaluated based on technical and financial proposals. Technical will be given 70% while financial offers will be given 30%. Technical offers will be evaluated according to the following:
- Profile of similar assignments (15%),
- CVs and certificates (10%),
- Description of work and methodology and approach (25%),
- Action plan and timeframe (10%), and
- At least three references for similar services for the last three years (10%).
