Psychological Counseling and Combating Gender-Based Violence (GBV) Program
Being a feminist organization working in line with international human rights standards, Palestinian Working Women Society for Development (PWWSD) considers gender-based violence a clear violation of human rights that reinforces inequality, particularly against women and girls. Gender-based violence refers to any harmful act directed at an individual because of their gender, or acts that disproportionately affect women and girls. Such violence includes psychological, physical, sexual, emotional, and economic violence, as well as threats, coercion, and restrictions on freedom.
Women and girls in Palestine face multiple and interconnected forms of risks resulting from occupation-related practices and crimes, including repeated military attacks by the Israeli army, settlers’ violence, displacement, and restrictions on freedom of movement imposed through the system of military checkpoints and the apartheid system implemented by the occupying state. Women also suffer from deteriorating economic conditions, as well as the dominance of patriarchal attitudes, customs, and traditions that restrict women’s rights and limit their ability to play their full role in the community.
These factors do not only contribute to increasing the prevalence and severity of violence; they also hinder survivors’ ability to access protection services, justice mechanisms, and other essential support services. Consequently, they limit women survivors’ effective participation in public life and in decision-making processes.
In response to this reality, PWWSD places combating violence against women at the core of its work. Its interventions are guided by international conventions and frameworks, foremost among them the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform for Action, and the Women, Peace and Security Agenda. The organization’s interventions are also aligned with the Sustainable Development Goals, particularly Goals 3, 5, 10, and 16.
PWWSD adopts a human rights-based approach in its interventions, combining work with individuals and institutions simultaneously. The organization seeks to engage women, girls, youth, local community leaders, and key actors to raise awareness of the risks of violence, promote equality values, and challenge traditional structures that contribute to gender-based violence.
At the same time, the organization works with service providers, social workers, and relevant governmental institutions to strengthen capacities, promote accountability principles, and ensure the provision of services and interventions that respond to the actual needs of women survivors of violence.
The organization also provides direct services to women survivors of violence and women and girls at risk of experiencing gender-based violence. These services include psychological counseling, legal support, case management, and referral services aimed at ensuring protection for the targeted groups.
In delivering these services, the organization adheres to the principles of dignity, safety, confidentiality, and non-discrimination, ensuring that all beneficiaries receive support without any form of discrimination or judgment. PWWSD also works to ensure women’s access to justice mechanisms and accountability for perpetrators of violence.
Building on its extensive experience in addressing gender-related issues within unstable humanitarian contexts, and its continuous readiness to provide direct interventions for women during crises, PWWSD seeks to ensure that emergency services and humanitarian responses take into account the specific needs of women and girls, as well as the particular risks they may face.
In addition, the organization actively engages in advocacy at the local, national, regional, and international levels. Through its advocacy efforts, PWWSD seeks to promote the adoption of laws and policies that protect women, improve available service systems, strengthen women’s access to justice mechanisms, and contribute to eliminating all forms of discrimination against women and girls.

Barriers We Work to Overcome
In addition to the broader challenges and risks facing the organization as a whole, which also affect programme implementation, a key challenge is the continuous increase in demand for programme services amid limited available resources to respond to growing needs.
This challenge has become particularly significant in light of the ongoing attacks by the Israeli occupation, including the genocidal war in the Gaza Strip, continued military attacks in the West Bank, and the displacement of Palestinians, particularly from refugee camps in the northern West Bank.
The increasing scale of violence, displacement, and humanitarian needs places additional pressure on protection and support services, requiring sustained resources and strengthened response mechanisms to ensure that women and girls affected by violence and crisis continue to receive the assistance they need.
Coping Mechanisms and Strategies
Awareness-Raising
Women’s groups are formed among the targeted groups in their respective communities and receive a series of awareness sessions addressing psychological and social issues. These groups are usually established in partnership with grassroots organizations and PWWSD’s local partners.
A needs assessment is generally conducted with each group to identify priorities and determine the key issues to be addressed during the awareness sessions. This ensures that activities are responsive to the actual needs of participants and strengthens the principle of participation by involving targeted groups in defining the nature and focus of activities.
The number of awareness sessions is determined based on the characteristics of the target group and their specific needs. In general, these sessions focus on increasing women’s knowledge of their rights and empowering them with the tools needed to claim and defend these rights.
Individual Counseling
Through a specialized and qualified team of female counselors, PWWSD provides individual psychological counseling services to beneficiaries in need for such service.
Usually, through the group-based work, counselors identify women who need individual counseling and provide them with support through an individualized intervention plan developed according to each beneficiary’s needs. The plan includes the number of sessions required and the methodology to be followed.
Counseling services are provided in a confidential and professional manner. Beneficiaries’ information is documented in confidential files that can only be accessed by the assigned counselor and professional supervisor.
The organization also receives beneficiaries referred for individual counseling through the referral system, whether from other institutions or from previous beneficiaries who have already received services from the programme.
Counseling Through the Safe Line
PWWSD provides counseling and consultation services through the Safe Line (free toll line), allowing women and all individuals seeking support to access counseling services by phone from any location without revealing their identity.
The Safe Line is operated by specialized counselors who have received prior training on providing counseling through telephone-based services.
When a beneficiary requires additional intervention, she is referred, whenever possible, for face-to-face counseling provided by the programme counselors.
Formation of Supportive Groups
As part of its efforts to transform women from service recipients into active participants and sources of support for one another, PWWSD establishes support groups. These groups are usually composed of women facing similar challenges or experiences.
A tailored intervention plan is developed for each group, including the number of sessions and the topics to be addressed. This approach enables women to provide mutual support, share experiences, and strengthen their collective resilience.
Working with Women Survivors of Violence
Through this programme, PWWSD dedicates particular attention to working with women survivors of gender-based violence. Interventions in such cases include individual counseling, legal support, and case management, with the aim of supporting survivors in overcoming challenges and barriers and assisting them in rebuilding their lives.
Professional Supervision for Counselors
The programme provides professional supervision for counselors to enhance their capacities and ensure the delivery of high-quality services to beneficiaries.
Legal Support
As part of the programme activities, PWWSD provides legal support services to women, including legal consultations and representation before Palestinian courts through a team of qualified licensed female lawyers.
Referral Services
As a member of the National Referral System, PWWSD refers beneficiaries to receive appropriate services through governmental and non-governmental institutions operating within the framework of the national referral mechanism.
The organization is also a member of the Palestinian NGOs Forum to Combat Violence Against Women (Al Muntada), through which coordination takes place among member organizations to ensure that beneficiaries can access the services they need through relevant institutions.
Mobilization and Advocacy
As part of the programme activities, PWWSD implements a range of mobilization and advocacy initiatives aimed at strengthening protection mechanisms for Palestinian women and promoting legal reforms that ensure a protective legal environment for women.
Through advocacy campaigns and public awareness efforts, the organization also works to increase community awareness and sensitivity regarding the importance of combating gender-based violence.
In this context, PWWSD implements an annual campaign (the 16 Days Campaign) to End Violence Against Women, in line with the global campaign on this issue.
