Preface

Within the framework of its endeavor towards a free and democratic Palestinian society based on gender equality, respect for human rights and social justice, the Palestinian Working Women Association for Development (PWWSD) works to strengthen the gender-responsive environment in the field of rural development and in the cooperative sector through its experience as a human rights organization working towards sustainable development. PWWSD is doing this through efforts to mainstream gender in the private and public spheres and within the context of its "Equality First" program, which aims to strengthen representatives of civil society working for rural development and gender equality in Palestine.

With these aims in mind, the project "Strengthening the Gender Responsive Environment in the Field of Rural Development and in the Cooperative Sector" is implemented in partnership with the Economic and Social Development Centre of Palestine (ESDC), Palestinian Agricultural Cooperatives Union (PACU), the Land Research Centre (LRC), the Applied Research Institute - Jerusalem (ARIJ), and the Union of Agricultural Work Committees (UAWC).

The overall objective of the project is to contribute to consolidating an environment of gender equality by increasing women's access to land and means of production through improving their living conditions as well as opportunities for active participation in development processes, ultimately forming an advanced gender integration system within the framework of partner institutions that reflects different models in thinking styles, values and objectives of rural and cooperative development.

This project was developed through an analysis of the legal environment and policy frameworks through a gender-based lens as a means of improving the lives of women and girls and men and boys, though taking into account their differing circumstances based on their social position and lifestyle as well as class and social affiliations. Public policy as a mechanism for bringing about change was focused on as it has the power to bring about or curb strategic change including the power it has to either perpetuate or eliminate gender discrimination and to either prevent or promote gender equality. Policies also have the potential to bridge the historical gap in power relations based on gender, to promote women’s rights, and to prioritize gender equality and women’s needs and concerns a priority. However, it must be taken into consideration that the the inclusion of women's issues in public policies will not automatically lead to the desired changes, as effective policies must be coupled with the political will and determination to design and implement them, the allocation of necessary resources and systems, as well as clear clear procedures, standards and mechanisms for their implementation and finally the monitoring evaluation, and impacts-based assessment of said policies in order to determine their effectiveness in achieving the necessary changes.

تمهيد

في إطار سعيها نحو "مجتمع فلسطيني حر ديمقراطي مبني على المساواة بين الجنسين (المساواة المبنية على النوع الاجتماعي) واحترام حقوق الإنسان والعدالة الاجتماعية”، تعمل جمعية المرأة العاملة الفلسطينية للتنمية على "تقوية البيئة المستجيبة للنوع الاجتماعي في مجال التنمية الريفية وفي القطاع التعاوني”، باعتبارها منظمة حقوقية تنموية تمتلك الخبرة في مجال نشر وإدماج النوع الاجتماعي في الفضاء الخاص والعام، وفي سياق برنامجها "المساواة أولا" والهادف إلى تقوية ممثلي وممثلات المجتمع المدني في التنمية الريفية ومساواة النوع الاجتماعي في فلسطين.

تنفذ الجمعية مشروع "تقوية البيئة المتجاوبة للنوع الاجتماعي في مجال التنمية الريفية وفي القطاع التعاوني" بالشراكة مع المركز الفلسطيني للتنمية الاقتصادية الاجتماعية، اتحاد جمعيات العمل الزراعي، مركز دراسات الأراضي، معهد الأبحاث التطبيقية القدس (اريج)، واتحاد الجمعيات الزراعية التعاونية الفلسطينية. ويهدف المشروع الى المساهمة في تقوية وتدعيم بيئة مساواة النوع الاجتماعي لتسهيل وصول النساء للأرض ولمصادر الإنتاج، من خلال تحسين ظروفهن المعيشية وفرص مشاركتهن النشطة في عمليات التنمية. ويتمثل غرض المشروع في تكوين نظام إدماج نوع اجتماعي متقدم في إطار المؤسسات الشريكة بما يعكس نماذج مختلفة في أنماط التفكير وفي قيم وأغراض التنمية الريفية والتعاونية.

ينبع الاهتمام في تحليل البيئة القانونية والأطر السياساتية من منظور النوع الاجتماعي لما لذلك من قدرة على التأثير في حياة كافة فئات المجتمع، وان كان بصور متباينة على النساء والفتيات والرجال والفتيان وفقا لموقعهم/ن الاجتماعي ونمط معيشة الافراد وانتماءاتهم/ن الطبقية والاجتماعية، حيث تتمتع السياسات العامة بالقدرة على إحداث التغيير الاستراتيجي أو لجمه، فيمكن لها إدامة التمييز(الاختلاف) القائم على النوع الاجتماعي، أو القضاء عليه وتعزيز المساواة بين الجنسين. كما يمكن للسياسات أن تساهم في ردم الفجوة التاريخية في علاقات القوة المستندة على النوع الاجتماعي وتحقيق حقوق المرأة، على قاعدة المساواة الموضوعية، إذا ما وضعت المرأة في صدارة أولوياتها ، وفي الوقت نفسه، فان تضمين قضايا المرأة في السياسات العامة لن يؤدي تلقائيا وبالضرورة إلى إحداث التغييرات المنشودة، حيث تحتاج السياسات إلى إرادة سياسية وعزم لتصميمها وتنفيذها، و رصد الموارد والنظم اللازمة لدعم تطبيقها، بالإضافة  إلى تبني إجراءات ومعايير واليات واضحة لتنفيذها والرقابة على  كيفية تنفيذها وتقييمها وقراءة أثرها ومدى تحقيقها للتغييرات المخطط لها.
